Policy Studies Institute (PSI) is a policy think tank that has been established in November 2018 by the government of Ethiopia. It was founded by merging two formerly state-owned think tanks namely, the Ethiopian Development Research Institute (EDRI) and the Policy Study and Research Centre (PSRC), whose establishments date back to 1999 and 2014 respectively.
The is one of Policy Studies Centre under Social PSI Conducting research and policy relevant studies on the issues of women, children and review and evaluation of national policies and strategies; and promoting gender equality and empowerment through creating forum for dialogues among key result areas of the center.
Currently the Centre for Gender Children Development Policy Studies, a center under the PSI is planning the to establish the first-ever dedicated a WEE and Unpaid Care Work Research Hub and Data Portal to help policy makers, regulators and researchers, decision makers and practitioners easily access from one-stop and single point.
Objective
The Portal aims to serve as a unique access point to timely, comprehensive contextualized robust gender data and WEE and unpaid household and care work. Statistics to ensure that design of WEE and care policy and programme intervention responses are based on sound facts and accurate analysis.
The primary objective of this consultancy is to develop an interactive and dedicated WEE and Unpaid Care Work Research and Data Portal and Knowledge Hub that links to the PSI website. The WEE and Unpaid Care Work Research and Data Portal has the following two main components; Research and Knowledge Hub Component and Gender Data Portal WEE and Unpaid Care Related Database Component.

Qualifications and Skills
The PSI hereby invites interested professionals to submit their applications with their qualification documents, and CVs which will be the basis for the selection of the professional. The Portal Development Expert shall fulfill the following minimum qualification criteria:
A minimum of Maters Degree in Software Engineering, Information technology, Computer Engineering, Project Management or other IT related fields
A minimum of 10 (Ten) Years of experience in developing and implementing Portal Development and administration
Proven experience in portal development, with expertise in developing research platforms or knowledge-sharing platforms.
Previous experience in developing portal and database systems for research institutes and international NGOs; preferably having experience with PSI
Excellent knowledge of research dissemination best practices and current trends in the education sector.
Ability to work collaboratively with stakeholders and adapt to their specific requirements.
Strong communication and training skills.
Strong, self-motivated desire to learn new programming languages, tools, frameworks, and techniques.
Excellent written, verbal communication, and presentation skills
Technical Skills
Strong understanding of user experience design principles and accessibility standards.
Familiarity with content management systems and database management.
Primary Skill: Jahia CMS, REACTJS, HTML5, Bootstrap CSS. Secondary Skill: Java, Web Services – SOAP/REST/GraphQL, HP-ALM/JIRA
Demonstrated ability and experience with Java, JavaScript, and object-oriented programming.
Experience with at least one Relational Database Management System (Oracle, MySQL, PostgreSQL) Knowledge of Agile Development methodologies.
Proficient with software development lifecycle (SDLC) methodologies like Agile/Scrum/Kanban.
In depth knowledge of user interface development tech stack and frameworks such as, HTML, CSS, JavaScript, ReactJS, Typescript, AJAX, etc.
