A research question is framed, scoped and costed. The concept note sets out the design, sampling frame, ethics pathway and budget envelope before fieldwork begins.
PSI researchers from other programmes stress-test the design and early findings in a closed session. Method, measurement and analysis choices are challenged against a written critique.
The revised study is presented to external reviewers, sector ministries and partner institutions. Their comments decide whether the work moves to publication, returns for analysis, or continues as a working paper.
